Overpopulation is running rampant in the technocratic empire in the Microverse that Psycho-Man rules, forcing him to look towards the macroscopic world. Through a feat of amazing engineering, Psycho-Man is able to retain his micro-form while piloting a macro suit of armor that is roughly the size of an average Earth human. He is able to use his Emotional Modifier to enslave a number of people to build a larger version that will allow him to enslave the world. He is stopped and sent back to the Microverse by the combined might of the Human Torch, Thing, Black Panther and the Inhuman Royal Family.

Psycho-Man again encounters the Fantastic Four when the Silver Surfer finds his way to the Microverse. When Mr. Fantastic tells Psycho-Man about Galactus, the miniature monarch allows the heroes to leave without further conflict. He later battles the Micronauts, who are helped by the Fantastic Four, during a temporary exile. He again returns to wreak havoc on the macroverse by inciting a number of riots in New York City and transforming the Invisible Woman into Malice. Reed is able to free his wife from Psycho-Man's influence and the team pursue him back to the Microverse. Sue gets her revenge by using his own machines against him and forcing him to experience negative emotions until he passes into a coma.

He later awakens and battles Spider-Man, who arrives in the Microverse after an accidental overexposure to Pym Particles. Spider-Man is able to defeat Psycho-Man after gaining aid from an alien universe that has somehow also been shrunk. He battles Genis-Vell, manipulating Drax the Destroyer. He attacks New York City again only to be defeated by Sue Storm and then faces, and is defeated by, the Black Panther, Storm, Thing and Human Torch version of the Fantastic Four. Psycho-Man is drawn into a tournament organized by the Grandmaster and subsequently killed by the Red Hulk. However, all fallen participants are resurrected once the tournament is complete.

Psycho-Man attempts to defeat Spider-Man by controlling the students of Avengers Academy. Spidey, however, is able to break free of Psycho-Man's device and rally the students to defeat the villain. Psycho-Man tries plunging the multiverse into fear once again when the Serpent attacks the planet. Psycho-Man attempts to turn Man-Thing into a massive multiversal fear bomb, even recruiting a Fantastic Four from another dimension only to be defeated by Howard the Duck, She-Hulk, Nighthawk and Frankenstein's Monster.

Psycho-Man is among those villains recruited by the Quiet Man to defeat the Fantastic Four. Psycho-Man's hubris ultimately leads to the Quiet Man's defeat when Psycho-Man refuses to retreat as planned and has his equipment hacked by Valeria Richards. Psycho-Man next appears in Colorado causing a riot that is stopped by the Champions.
