The man known as Roy G. Bivolo wanted to be an artist since he was a small child. Unfortunately, he was colorblind and all the work he created was full of clashing colors. Roy's father, an optometrist, worked for years to find a cure for his son's ailment. The old man became incredibly ill before he could finish the device, only managing to invent a pair of goggles that could create beams of solid rainbow-colored light. Roy's father gave him these goggles shortly before passing away.

Roy began calling himself the Rainbow Raider and attacked several art galleries, taking out his rage as a failed artist on great works of art. He clashed with both the Flash and Booster Gold during the course of these crimes. He even eventually clashes with the JLA.

Roy is eventually killed by fellow villain Blacksmith, when she impaled him with his latest piece of art. He is temporarily resurrected as a Black Lantern during the Blackest Night. Somehow, despite never achieving great success in villainy, his death has inspired a group of super-villains calling themselves the “Rainbow Raiders.”
