Arnold Wesker is born into a powerful organized crime family. At a young age he is traumatized when he witnesses his mother's murder by a rival family. This causes Wesker to become introverted and meek as well as leading him to his friend and future partner, Scarface. Perhaps Scarface is the soul of Scarface Scarelli trapped in a ventriloquist figure or maybe Wesker is just suffering from dissociative identity disorder. Who is to say?
Though Wesker is eternally loyal to Scarface, Scarface regularly berates and belittles his right hand man. After Bane attacks Arkham Asylum and frees the inmates, Wesker is unable to find Scarface and adopts a new friend, Socko. Socko is nicer to Wesker and helps him survive outside until they eventually find Scarface. Scarface and Socko get into a confrontation until they shoot each other, leaving all three unconscious and harmed.
Wesker next appears after a massive earthquake rocks Gotham City and is calling himself the Quakemaster, claiming credit for the earthquake. Quakemaster even kidnaps a seismologist who feeds him false info to give detectives clues to find them. Robin is able to figure out who Quakemaster is due to his speech patterns and tracks them down. Wesker seems to be killed with Scarface swearing to avenge him until he is also destroyed. However, some time later both appear as members of the Secret Society of Super Villains. The team faces the Jade Canary and Scarface is thrown off a roof in the ensuing battle.
Wesker and Scarface are later killed by the second Tally Man. When Nekron raises the dead as Black Lanterns, Wesker is among those resurrected. He creates a black lantern construct of Scarface and goes on a murder spree of police.
Due to reality warping events, Wesker is later once again alive and well. He fights Nightwing over the Venom steroid as well as working for the Joker's gang. He eventually helps Harley Quinn fight the Penguin and is placed in charge of the Coney Island mafia.
