Though there are rumors of A.R.G.U.S. dating back to the American Revolution, officially, it did not come into existence until after Darkseid's attack on Prime Earth. The United States government created an agency called the Advanced Research Group Uniting Superhumans to take care of any lesser threats that spilled over from Justice League missions as well as cleaning up the destruction afterwards.
Steve Trevor acted as head of A.R.G.U.S. for five years and helped the League build the Watchtower, took control of the Red and Black Room, oversaw the creation of the Circus in Detroit (full of visitors from other dimensions who came through the boom tube puncture left by Darkseid's invasion), and Bell Reve the nation's first supervillain prison. During this time Trevor also recruited former teammates of his, John Lynch and Amanda Waller.
After an unfortunate incident, Trevor was replaced as head of A.R.G.U.S. by Amanda Waller. Waller immediately took a more aggressive posture towards superhuman threats, even going so far as to seeding agents into villainous groups. In the end, these efforts were proven useless against the Secret Society's plot and the invasion by the Crime Syndicate.
In the fallout of the Crime Syndicate's assault and occupation, Steve Trevor has become the highest ranking field agent and is determined to make a cleaner and more honorable A.R.G.U.S.
