Christopher Smith, a pacifist diplomat becomes so committed to peace that he decides to use superhero force to achieve it. To this end, he develops a wide array of non-lethal weapons to use against a number of dictators and warlords. He also founds the Pax Insitute.

Years later he realizes that the cognitive dissonance of “peace through violence” is a result of mental abuse from his Nazi death camp commandant of a father. Christopher believes the ghost of his father haunts him and criticizes his every move, even as Smith tries to make up for his father's crimes. This drives Peacemaker to begin killing in the name of peace which only exacerbates his delusions. He begins to believe that the ghosts of people he kills, and even those killed near him, remain in his helmet and are able to give him advice.

Peacemaker eventually joins Checkmate as an agent but is eventually dismissed for going too far. He also aids other heroes in the Janus Directive. His life comes to an end when he crashes a helicopter into several tanks controlled by Eclipso. His soul aids a group of heroes escape from Purgatory after failing to recruit the soul of Hal Jordan.

Peacemaker is resurrected through unknown means later and helps battle Dr. Manhattan on Mars. He later joins a new version of the Suicide Squad and helps break Talon out of Arkham Asylum.
